Requirements for Sale of Cigarettes (MSA Escrow Statute)

K.S.A. 50-6a01 et seq.

Requires all tobacco product manufacturers to meet certain requirements in order to sell cigarettes and roll-your-own (RYO) tobacco legally in Kansas. Grants regulatory authority to the Attorney General over tobacco product manufacturers and stamping agents to ensure compliance.

Kansas Cigarette and Tobacco Products Act

K.S.A. 79-3301 et seq.

Provides for the taxation of cigarettes and tobacco products. Grants licensing and regulatory authority to the Kansas Department of Revenue over those who distribute, manufacturer or sell cigarettes and tobacco products at retail in Kansas.

Fire Safety Standard and Firefighter Protection Act

K.S.A. 31-601 et seq.

Requires manufacturers to certify cigarettes as fire standards compliant with the Kansas Fire Marshal and meet certain testing and labeling requirements in order to sell cigarettes legally in Kansas.
