Research Analyst - Office of Inspector General

The Office of Inspector General within the Office of the Kansas Attorney General (OAG) is accepting applications to fill (2) Research Analyst positions to assist with conducting audits, reviews, and investigations of the State of Kansas’ cash, food, and health assistance programs.

 PRIMARY DUTIES: Under supervision of the Senior Analyst, the Research Analyst will perform advanced research, analysis, and writing duties to include, but are not limited to, the following:

  • Working with other team members, perform sophisticated analysis of providers’ claims data and payment history in support of case assessment and investigative duties, analyzing to detect fraudulent schemes and abnormal patterns.
  • Run queries using specialized databases managed by the state’s fiscal agent and analyze data relating to cash, food, and health assistance programs.
  • Develop specialized claims history analysis to support audit and investigation duties.
  • Prepare written reports and supporting documents such as graphs and charts to support analysis.
  • Review federal and state laws regarding cash, food, and health assistance programs and develop recommendations for audit or investigation subjects.
  • May be called upon to assist in interviews and document collection related to an audit or investigation.
  • Receive and complete a variety of assignments that may include reviewing records, charting data and developing layouts of information, and computing a variety of statistical data.
  • Assist in the planning, design, and performance of audits and investigations. Drafts detailed audit findings with recommendations for prosecution or administrative actions. Prepares spreadsheets, flowcharts, reports and other documentation for use in support of audit findings.
  • Receive a wide variety of assignments, to include reviewing records, charting data and developing layouts of information, and computing a variety of statistical data.
  • Participate in audits, reviews, and investigations.
  • Testify as a witness in administrative or court proceedings concerning analysis results.

TRAVEL

Some travel within Kansas for hearings, trials, and prosecution-related duties will be required. Occasional out-of-state travel for training may be required. A valid driver’s license is required when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.


Qualifications

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major course work in math, computer science, information technology, economics, finance, business, or related field(s).  Professional or technical experience, as deemed by the Inspector General to be sufficient qualification to perform the assigned work, may be substituted for the required college study. 
  • At least one (1) year of experience in performing complex data collection and analysis.
  • Strong proficiency in MS Office (Word, Excel, Outlook) and Adobe Acrobat
  • A valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State

Preferred Qualifications 

  • Knowledge of cash, food, and health assistance programs
  • Audit or investigative experience
  • Experience with complex data management systems

Attorneys

Attorneys employed with the OAG are designated as Deputy Attorneys General, Assistant Attorneys General, or similar. Our attorneys specialize in the practice of various fields of law including administrative, antitrust, civil litigation, criminal litigation, employment, and environmental to name just a few.

Minimum Qualifications

  • Graduation from an accredited law school
  • Admission to and membership in good standing with the Bar of the Supreme Court of Kansas
  • Admission to or eligibility for admission to the U.S. District Court for the District of Kansas and U.S. Court of Appeals for the Tenth Circuit

Special Agents

Commissioned law enforcement personnel who conduct civil and/or criminal investigations and perform other law enforcement duties.

Minimum Qualifications

  • Current or past full-time law enforcement certification
  • Three (3) years of law enforcement experience

Investigators

Civilian personnel who gather information, conduct interviews and manage a caseload of civil matters or complaints. No law enforcement duties are associated with these positions.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major course work in business administration, communications, criminal justice, or related field(s)
  • Related professional or technical experience may be substituted for the required college study

Information Technology (IT)

IT is critical to the efficient and effective operations of the OAG. Areas of specialty include database administration, network monitoring and maintenance, IT security and end-user support.

Administration/Clerical

Administrative and clerical staff are needed to support the mission of the OAG. These include positions such as accountants, legal assistants and clerical positions with increasing levels of complexity and responsibility. Many of these positions provide support to the administrative, investigative and/or legal functions of the agency.

In accordance with K.S.A. 75-3111 and K.S.A. 75-2935(1)(j), officers and employees in the OAG are in the unclassified service of the Kansas Civil Service Act. Unclassified positions are not subject to the entitlements provided to employees in the classified service as defined by the Kansas Civil Service Act. Employees of the OAG serve at the pleasure of the Attorney General and are terminable at-will.
