Batterer Intervention Program (BIP) Coordinator - Victim Services Division

The Office of the Kansas Attorney General (OAG) is accepting applications to fill the position of BIP Coordinator in our Victim Services Division. Under the supervision of the Associate Division Chief, this position is responsible for overseeing the certification and monitoring of batterer intervention programs statewide. This position ensures compliance with state standards, provides training and technical assistance, and supports efforts to enhance victim safety and offender accountability.

Duties include, but are not limited to: 

  • Develop and deliver training to BIP providers on certification requirements, standards, and best practices.
  • Provide ongoing technical assistance to support program improvement and compliance.
  • Conduct site visits, desk audits, and program reviews to assess compliance.
  • Identify deficiencies and provide corrective action guidance.
  • Recommend approval, denial, suspension, or revocation of certification based on findings.
  • Track and report program performance and compliance trends. 
  • Review complaints filed against BIP programs and present findings and recommendations to a panel appointed by the Attorney General.
  • Review and evaluate applications for program approval, renewal, and compliance.
  • Monitor certified programs to ensure adherence to state statutes, administrative regulations, and best practices.
  • Maintain accurate records of certified providers and program status.
  • Assist in drafting and updating policies, procedures, and administrative regulations governing BIP programs.
  • Ensure alignment with state law, evidence-based practices, and victim-centered approaches.

Qualifications: 

Education 

  • Bachelor’s degree in psychology, social work, counseling, or a related field, or equivalent professional experience as determined by the Attorney General.

Licensing & Certification 

  • Current licensure with the Kansas Behavioral Science Regulatory Board is preferred. 
  • A valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. 

Minimum Qualifications 

  • Bachelor’s degree in criminal justice, social work, public administration, or a related field. 
  • A minimum of three (3) years of experience working in batterer intervention programs or domestic violence services.
  • Experience in program administration, compliance, or monitoring. 
  • Knowledge of domestic violence dynamics and offender intervention strategies. 
  • Strong organizational, analytical, and communication skills.
  • Occasional evening or overnight travel may be required.

Preferred Qualifications 

  • Familiarity with state regulatory processes and administrative law. 
  • Experience developing and delivering training and technical assistance.
  • Strong attention to detail and ability to manage multiple priorities.
  • Ability to work collaboratively with diverse stakeholders.
  • Effective written and verbal communication skills.

Attorneys

Attorneys employed with the OAG are designated as Deputy Attorneys General, Assistant Attorneys General, or similar. Our attorneys specialize in the practice of various fields of law including administrative, antitrust, civil litigation, criminal litigation, employment, and environmental to name just a few.

Minimum Qualifications

  • Graduation from an accredited law school
  • Admission to and membership in good standing with the Bar of the Supreme Court of Kansas
  • Admission to or eligibility for admission to the U.S. District Court for the District of Kansas and U.S. Court of Appeals for the Tenth Circuit

Special Agents

Commissioned law enforcement personnel who conduct civil and/or criminal investigations and perform other law enforcement duties.

Minimum Qualifications

  • Current or past full-time law enforcement certification
  • Three (3) years of law enforcement experience

Investigators

Civilian personnel who gather information, conduct interviews and manage a caseload of civil matters or complaints. No law enforcement duties are associated with these positions.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major course work in business administration, communications, criminal justice, or related field(s)
  • Related professional or technical experience may be substituted for the required college study

Information Technology (IT)

IT is critical to the efficient and effective operations of the OAG. Areas of specialty include database administration, network monitoring and maintenance, IT security and end-user support.

Administration/Clerical

Administrative and clerical staff are needed to support the mission of the OAG. These include positions such as accountants, legal assistants and clerical positions with increasing levels of complexity and responsibility. Many of these positions provide support to the administrative, investigative and/or legal functions of the agency.

In accordance with K.S.A. 75-3111 and K.S.A. 75-2935(1)(j), officers and employees in the OAG are in the unclassified service of the Kansas Civil Service Act. Unclassified positions are not subject to the entitlements provided to employees in the classified service as defined by the Kansas Civil Service Act. Employees of the OAG serve at the pleasure of the Attorney General and are terminable at-will.
