The Office of the Kansas Attorney General’s General Regulatory Sandbox Program is designed to promote responsible regulatory innovation, economic growth, and entrepreneurial opportunity in the State of Kansas. The Program provides a structured framework that allows emerging businesses, technologies, and business models to operate while appropriate consumer protections and public trust are maintained. The Program also works to strengthen Kansas’ economic competitiveness by encouraging collaboration among government agencies, industry leaders, entrepreneurs, universities, and economic development organizations.
The Office of the Kansas Attorney General (OAG) is accepting applications to fill the Regulatory Relief Program Director position for the General Regulatory Sandbox Program. This position is responsible for leading the strategic development, administration, and long-term growth of the Program. The Director will identify and recruit innovative companies and emerging industries for sandbox participation, analyze regulatory barriers and modernization opportunities, coordinate with state agencies and stakeholders, support the Advisory Committee process, and develop recommendations that advance innovation, transparency, and economic development throughout Kansas.Position Summary & Responsibilities
Program Leadership & Strategy
- Lead the strategic direction and administration of the General Regulatory Sandbox Program.
- Develop and implement policies, procedures, and operational frameworks.
- Identify opportunities to modernize regulatory frameworks & maintaining consumer protections.
- Monitor national trends and recommend statutory, regulatory, or administrative reforms.
Innovation Recruitment & Pipeline Development
- Proactively identify, recruit, and develop a pipeline of companies, entrepreneurs, and emerging business models for sandbox participation.
- Proactively identify a category pipeline that highlights opportunities that align with the values and direction of the State of Kansas.
- Build strategic relationships with universities, industry groups, accelerators, and economic development organizations.
- Promote Kansas as a destination for innovation, regulatory collaboration, and business growth.
- Track emerging technologies and market trends to identify high-potential opportunities.
Regulatory & Policy Analysis
- Analyze statutes, regulations, and regulatory structures that may inhibit innovation or economic growth.
- Source, evaluate, and advance sandbox applications in coordination with relevant state agencies
- Develop risk assessment approaches addressing consumer protection and public interest considerations.
- Ensure all recommendations and decisions are transparent, consistent, and legally compliant.
Stakeholder Engagement & Representation
- Serve as the primary liaison among participating businesses, state agencies, legislators, and external stakeholders.
- Build and maintain cross-sector partnerships to support program growth.
- Represent the Program in legislative settings, public forums, and industry engagements.
Governance & Advisory Committee Support
- Support and coordinate the General Regulatory Sandbox Program Advisory Committee.
- Prepare materials and present qualified opportunities for review and consideration.
- Ensure a consistent, transparent process for sourcing, evaluating, and advancing applications.
Reporting & Performance
- Prepare the annual report to the Kansas Legislature.
- Track program performance, participation, and economic impact.
- Recommend improvements to strengthen program effectiveness and long-term outcomes.
Minimum Qualifications
- Bachelor’s degree in public policy, business, economics, law, finance, entrepreneurship, or a related field OR equivalent professional experience demonstrating relevant capabilities.
- Experience in one or more of the following: public policy, regulatory affairs, economic development, innovation strategy, entrepreneurship, business development, or related field.
- Experience analyzing or navigating regulatory frameworks, public policy issues, or complex organizational environments.
- Demonstrated ability to build relationships, influence stakeholders, and work across public and private sector organizations.
- Strong organizational and project management skills, with the ability to manage multiple priorities and drive outcomes.
- Excellent written and verbal communication skills, including the ability to translate complex concepts for diverse audiences.
- Ability to exercise sound judgment, maintain confidentiality, and operate with professionalism and integrity.
- A valid driver's license is required when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the state.
Preferred Qualifications
- Advanced degree in law, public administration, business, public policy, economics, or a related field.
- Experience working with startups, emerging technologies, or innovation-driven organizations.
- Experience in business development, economic development, or recruiting companies and partnerships.
- Experience working with or within state regulatory agencies, legislative bodies, or executive leadership.
- Experience drafting legislation, administrative rules, or formal policy recommendations.
- Demonstrated ability to lead cross-functional initiatives in complex environments.
- Familiarity with innovation ecosystems, venture-backed companies, or emerging industry sectors.
