Claims Analyst - SAFE Program - Crime Victims Compensation Board, Victim Services Division

The Office of the Kansas Attorney General’s Crime Victims Compensation Board (CVCB) provides victims with financial assistance for expenses incurred as the result of a violent crime. The Sexual Assault Forensic Examination (SAFE) Program, a program within CVCB, is responsible for paying for all sexual assault exams conducted for victims who were sexually assaulted in the State of Kansas.

This position is responsible for supporting the Sexual Assault Forensic Examination (SAFE) Program within the Crime Victims Compensation Office. The position will handle all tasks associated with the SAFE Program through the entering of payments to hospitals, clinics, and child advocacy centers conducting forensic examinations for sexual assault victims.  This position will manage more than 1,500 claims for processing through the SAFE Program annually. This position works closely with internal staff, forensic nurses, medical providers, billing agents, victim advocates, and external stakeholders to help ensure bills are paid timely and appropriate referrals are made.

Major Duties: 

  • Receives SAFE Program forms and reviews for completeness.
  • Completes data entry in claims management system.
  • Scans documents into document management system.
  • Reviews and assesses billing information for required information.
  • Communicates with medical providers and billing offices to obtain required information.
  • Enters bills for payment in claims management system.
  • Supports the development and maintenance of required forms, records, reports, and program files.
  • Provides technical assistance and guidance to providers regarding program requirements and expectations.
  • Assists with the development, revision, and implementation of policies, procedures, forms, and administrative regulations related to the SAFE program.
  • Screens SAFE applications to refer for financial assistance for expenses not covered by SAFE.
  • Assists with compiling data for annual report to the Governor and Legislature.

  • Cross train for other positions to cover when necessary
  • Professionalism (in dress, communication and behavior) while representing the OAG (onsite, professional and community events and via communications)
  • Participate and attend meetings as requested
  • Recommend policies and procedures as it relates to area of responsibility
  • Timely responses to inquiries for information to customers, staff and vendors
  • Answer telephone calls and provide a prompt response
  • Follow OAG policies and procedures
  • Other duties as assigned

Qualifications:

  • Bachelor’s degree in criminal justice, criminology, sociology, social work, or similar field(s).
  • Minimum of one (1) year of experience interacting with clients, customers, or the public in a social service, customer service, or problem resolution setting.
  • Excellent attention to detail and outstanding organizational skills
  • Strong proficiency in MS Office (Word, Excel, Outlook) and Adobe Acrobat. 

Knowledge & Abilities:

  • Ability to establish and maintain positive and effective working relationships with forensic nurses, medical providers, victim advocates, and other office staff.
  • Knowledge or understanding about the dynamics of victimization.
  • Knowledge of legal concepts and practices.
  • Ability to use discretion regarding confidential material and to understand the legal code of ethics. 
  • Ability to follow written and oral instructions.
  • Ability to express ideas effectively, orally and in writing.
  • Willingness to pitch in and help others beyond “assigned” caseload.
  • Ability to work 8am to 5pm Monday through Friday and occasionally beyond, with prior approval.
  • Ability to type 55wpm with a high level of accuracy.

Attorneys

Attorneys employed with the OAG are designated as Deputy Attorneys General, Assistant Attorneys General, or similar. Our attorneys specialize in the practice of various fields of law including administrative, antitrust, civil litigation, criminal litigation, employment, and environmental to name just a few.

Minimum Qualifications

  • Graduation from an accredited law school
  • Admission to and membership in good standing with the Bar of the Supreme Court of Kansas
  • Admission to or eligibility for admission to the U.S. District Court for the District of Kansas and U.S. Court of Appeals for the Tenth Circuit

Special Agents

Commissioned law enforcement personnel who conduct civil and/or criminal investigations and perform other law enforcement duties.

Minimum Qualifications

  • Current or past full-time law enforcement certification
  • Three (3) years of law enforcement experience

Investigators

Civilian personnel who gather information, conduct interviews and manage a caseload of civil matters or complaints. No law enforcement duties are associated with these positions.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major course work in business administration, communications, criminal justice, or related field(s)
  • Related professional or technical experience may be substituted for the required college study

Information Technology (IT)

IT is critical to the efficient and effective operations of the OAG. Areas of specialty include database administration, network monitoring and maintenance, IT security and end-user support.

Administration/Clerical

Administrative and clerical staff are needed to support the mission of the OAG. These include positions such as accountants, legal assistants and clerical positions with increasing levels of complexity and responsibility. Many of these positions provide support to the administrative, investigative and/or legal functions of the agency.

In accordance with K.S.A. 75-3111 and K.S.A. 75-2935(1)(j), officers and employees in the OAG are in the unclassified service of the Kansas Civil Service Act. Unclassified positions are not subject to the entitlements provided to employees in the classified service as defined by the Kansas Civil Service Act. Employees of the OAG serve at the pleasure of the Attorney General and are terminable at-will.
