Investigator - Public Protection Division

The Office of the Kansas Attorney General (OAG) is accepting applications to fill an Investigator position in our Public Protection Division. This position will rely heavily on the ability to review and digest financial information, maintain organized and detailed records of investigation, and developing illustrative products demonstrating financial activities.  Successful candidates must be ethical, well-organized, self-motivated, punctual and prompt. A high degree of accuracy and attention to detail is required.

This position is NOT a certified law enforcement position and conducts civil investigations only.

  PRIMARY DUTIES 

  • Review, evaluate, and investigate complaints and referrals relating to violations of the Kansas Consumer Protection Act (KCPA), the Charitable Organizations and Solicitations Act (KCOSA), and other relevant consumer protection laws. 
  • Procure, analyze, and interpret documents, statements, records, policies, and other relevant materials in the pursuit of evidence demonstrating violations of the law.
  • Interview relevant parties in the pursuit of evidence demonstrating violations of the law, including consumers, suppliers, and third-parties.
  • Accept telephone calls, emails, and walk-in visits from consumers, law enforcement, and other third-parties, providing appropriate guidance and/or referrals as necessary.
  • Participate in multidisciplinary efforts and investigations with appropriate state and federal agencies.
  • Prepare letters, reports, correspondence, memoranda, affidavits, and other documents as needed.
  • Work alongside Assistant, First Assistant, and Deputy Attorneys General in developing cases for enforcement actions and/or civil trials. 
  • Testify as an investigative witness in enforcement actions and/or civil trials. 
    Participate in law enforcement education and public outreach activities, such as public presentations to consumer groups, schools, business associations, and community organizations.

TRAVEL 

The individual appointed to this position is expected to travel to the locations required to competently and diligently discharge the assigned duties. Occasional in-state travel is required. A valid driver’s license is required when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.


Qualifications

  • Bachelor’s degree in business administration, finance, or related field(s). Professional or technical experience, as deemed by the Attorney General to be sufficient qualification to perform the assigned work, may be substituted for the required college study.
  • At least three (3) years of experience in general office, clerical and administrative work. 
  • Strong proficiency in MS Word and Excel applications.
  • Ability and willingness to learn technologies, applications, fraud trends, laws, and regulations. 

PREFERRED REQUIREMENTS 

  • Two years’ experience investigating (i.e., performing fact-finding analysis, investigative research, data analysis, and report writing).
  • Experience examining financial documents, bank records, and other transactional information; OR
  • Experience in automotive sales repairs, and/or mechanics.

Attorneys

Attorneys employed with the OAG are designated as Deputy Attorneys General, Assistant Attorneys General, or similar. Our attorneys specialize in the practice of various fields of law including administrative, antitrust, civil litigation, criminal litigation, employment, and environmental to name just a few.

Minimum Qualifications

  • Graduation from an accredited law school
  • Admission to and membership in good standing with the Bar of the Supreme Court of Kansas
  • Admission to or eligibility for admission to the U.S. District Court for the District of Kansas and U.S. Court of Appeals for the Tenth Circuit

Special Agents

Commissioned law enforcement personnel who conduct civil and/or criminal investigations and perform other law enforcement duties.

Minimum Qualifications

  • Current or past full-time law enforcement certification
  • Three (3) years of law enforcement experience

Investigators

Civilian personnel who gather information, conduct interviews and manage a caseload of civil matters or complaints. No law enforcement duties are associated with these positions.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major course work in business administration, communications, criminal justice, or related field(s)
  • Related professional or technical experience may be substituted for the required college study

Information Technology (IT)

IT is critical to the efficient and effective operations of the OAG. Areas of specialty include database administration, network monitoring and maintenance, IT security and end-user support.

Administration/Clerical

Administrative and clerical staff are needed to support the mission of the OAG. These include positions such as accountants, legal assistants and clerical positions with increasing levels of complexity and responsibility. Many of these positions provide support to the administrative, investigative and/or legal functions of the agency.

In accordance with K.S.A. 75-3111 and K.S.A. 75-2935(1)(j), officers and employees in the OAG are in the unclassified service of the Kansas Civil Service Act. Unclassified positions are not subject to the entitlements provided to employees in the classified service as defined by the Kansas Civil Service Act. Employees of the OAG serve at the pleasure of the Attorney General and are terminable at-will.
