Program Consultant - Abuse, Neglect, and Exploitation (ANE) Unit - Criminal Division

The Office of the Kansas Attorney General (OAG) is accepting applications to fill a Program Consultant position to support its Criminal Division within Economic Crimes - Abuse, Neglect, and Exploitation Unit (ANE Unit). Applicants are encouraged to review K.S.A. 75-723, which provides an overview of ANE Unit responsibilities. The ANE Unit focuses on identifying, preventing, investigating, and prosecuting abuse committed against elders and dependent adults; the ANE Unit is additionally responsible for receiving notifications of abuse or neglect, and communicating with local law enforcement to ensure such notifications are received and investigated. 

The Program Consultant will have the primary responsibility for maintaining a database of all reports of elder/dependent adult abuse that are sent to any law enforcement agency across the state of Kansas. The ANE Unit receives reports of abuse from social services agencies such as the Department of Children and Families (DCF), the Kansas Department of Health & Environment (KDHE), and the Kansas Department for Aging and Disability Services (KDADS). The Program Consultant must input key information into the OAG’s internal database and also ensure these reports were sent to the appropriate local law enforcement agency. The Program Consultant will log local law enforcement responses to alleged abuse or neglect, follow up to offer assistance, and provide resources for investigation and prosecution of elder/dependent adult abuse. 

The Program Consultant will also have responsibilities related to the OCA, an independent agency that receives and investigates complaints about child services agencies. The OCA will notify the ANE Unit about complaints involving potential criminal child abuse or neglect, and the Program Consultant will maintain a database of these notifications and law enforcement responses to the reports. 

This position requires data entry and database management. It is critical to the mission of the ANE Unit that the Program Consultant be able to work steadily and independently, with a high degree of accuracy. This position requires excellent communication skills, critical thinking skills, and a problem-solving attitude. The Program Consultant must routinely work with employees from social services agencies and law enforcement agencies across the state. A strong candidate will work well in a team environment and demonstrate interest and initiative for the continuous improvement of the work of the ANE Unit.

PRIMARY DUTIES: 

  • Receive, review, and record reports of suspected elder/dependent adult abuse in the appropriate OAG database
  • Prepare and send correspondence to local law enforcement agencies to assist in logging state-wide responses to elder/dependent abuse and OCA referrals; call and email local law enforcement as necessary to resolve reports 
  • Assist in preparing ANE Unit Annual Report
  • Routinely review records of suspected elder/dependent adult abuse and OCA notifications for accuracy and completion 
  • Assist OAG Special Agents in obtaining records from social services agencies 
  • Respond to questions about ANE Unit capabilities from attorneys, law enforcement, and members of the public 
  • Route incoming reports of elder/dependent adult abuse and child abuse to the appropriate agency 
  • Travel as needed (funded by OAG) to attend training and/or support the work of the ANE Unit. This might include occasionally attending training opportunities.

Travel:

Limited in-state travel may be required to competently and diligently discharge the assigned duties. A valid driver's license is required when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.


Qualifications

Minimum Qualifications:

  • At least one (1) year experience interacting with clients, customers, or the public in a social service, customer service, or problem resolution setting 
  • Note: Education or work experience, as deemed by the Attorney General to be sufficient qualification to perform the assigned work, may be substituted for the required degree or certification. 

Preferred Qualifications

  • Experience working with law enforcement
  • Knowledge of social services and programs relevant to abuse, neglect, and exploitation
  • Familiarity with electronic document management/case management system and data-entry skills.

Attorneys

Attorneys employed with the OAG are designated as Deputy Attorneys General, Assistant Attorneys General, or similar. Our attorneys specialize in the practice of various fields of law including administrative, antitrust, civil litigation, criminal litigation, employment, and environmental to name just a few.

Minimum Qualifications

  • Graduation from an accredited law school
  • Admission to and membership in good standing with the Bar of the Supreme Court of Kansas
  • Admission to or eligibility for admission to the U.S. District Court for the District of Kansas and U.S. Court of Appeals for the Tenth Circuit

Special Agents

Commissioned law enforcement personnel who conduct civil and/or criminal investigations and perform other law enforcement duties.

Minimum Qualifications

  • Current or past full-time law enforcement certification
  • Three (3) years of law enforcement experience

Investigators

Civilian personnel who gather information, conduct interviews and manage a caseload of civil matters or complaints. No law enforcement duties are associated with these positions.

Minimum Qualifications

  • Graduation from an accredited four-year college or university with major course work in business administration, communications, criminal justice, or related field(s)
  • Related professional or technical experience may be substituted for the required college study

Information Technology (IT)

IT is critical to the efficient and effective operations of the OAG. Areas of specialty include database administration, network monitoring and maintenance, IT security and end-user support.

Administration/Clerical

Administrative and clerical staff are needed to support the mission of the OAG. These include positions such as accountants, legal assistants and clerical positions with increasing levels of complexity and responsibility. Many of these positions provide support to the administrative, investigative and/or legal functions of the agency.

In accordance with K.S.A. 75-3111 and K.S.A. 75-2935(1)(j), officers and employees in the OAG are in the unclassified service of the Kansas Civil Service Act. Unclassified positions are not subject to the entitlements provided to employees in the classified service as defined by the Kansas Civil Service Act. Employees of the OAG serve at the pleasure of the Attorney General and are terminable at-will.
