Arkansas man sentenced for homicide in Kansas

TOPEKA – (Oct. 6, 2025) – A Crawford County judge sentenced an Arkansas man to prison for voluntary manslaughter, as well as aggravated battery and aggravated assault, Kansas Attorney General Kris Kobach announced today.

Chief Judge Kurtis Loy sentenced Jemon Allen, 35, of Pine Bluff, Arkansas, on October 6th. Allen engaged in a confrontation outside of a bar in Pittsburg, Kansas, on August 20, 2023. This confrontation led to the death of Justin Krogen and the aggravated assault of Christina Krogen. Allen then fled to Arkansas, but was brought back to Kansas to face charges in December 2023.

“Thanks to the hard work of the Pittsburg Police Department and the Kansas Bureau of Investigation, we were able to get justice for the victims,” said Assistant Attorney General Nicole Southall, who prosecuted the case on behalf of Kobach’s office. “While no amount of prison time is ever enough when someone's life is cut short, we are grateful that the court ordered the defendant to serve consecutive sentences with the maximum number of months for each conviction available under Kansas law.”

On May 27, 2025, Allen pled guilty to voluntary manslaughter, aggravated battery and aggravated assault. Judge Loy sentenced Allen to serve 127 months in prison, running all three convictions consecutively. Allen was also ordered to pay $7500 in restitution and register upon his release as a violent offender.
The case was investigated by the Pittsburg Police Department, with the assistance of the Kansas Bureau of Investigation and the Crawford County Sheriff’s Office.
