Frequently Asked Questions

• Submit a completed application to the Office of the Kansas Attorney General.

   

• You must include a current copy of each individual’s state or federal government issued photo ID and the required fee.

   

• You must complete the application form in its entirety. You must also complete page 4 of the application for each additional location operating under the same business name. If you only have one location, you do not need to fill out page 4.

• Yes, you may bring your completed application to our office. When you arrive, tell the front desk officer you are there to submit your Scrap Metal Dealer application. A scrap metal representative will then pick up your application.

   

• You may deliver or mail the completed application, supporting documents, and required fee to us at:

• No, not at this time. We do not have an online application form or an online payment option.

   

• You may email the completed application with all the supporting documents in .pdf format to SMTRA_Enforcement@ag.ks.gov.

   

• If you choose to email your application, you will need to deliver the fee in person or mail it to:

• The registration fee is $350 for each place of business in the State of Kansas.

• Registration certificates expire one year from the date the registration certificate is issued.

• Yes. The following individuals or businesses are exempt from reporting transactions:

• Vehicle dealers licensed under Chapter 8 of the Kansas Statutes Annotated; and

   

• Scrap metal dealers or vehicle dealers registered or licensed in another state.

• Yes. A scrap metal dealer is not required to report transactions where the purchasing scrap metal dealer knows the seller is a licensed business that:

• operates out of a fixed business location, and

   

• can reasonably be expected to generate regulated scrap metal.

• No. Effective October 2024, the Attorney General’s Office no longer requires scrap metal dealers to submit such affidavits of exemption.

• The KBI’s email will:

   

  • explain how register for the system;

     

  • provide your login information; and

     

  • show you how to use the system.

     

• You will be able to report all your transactions after registering to use the system. You may access the KBI transaction reporting portal here: https://www.kansas.gov/scrap-metal-reporting/.

   

• You must use the transaction reporting portal operated by the KBI to report every scrap metal transaction that is not exempt from reporting requirements. You must enter the transaction within 72 hours after it occurs.
